Herb A Ley. The info is very likely on the back of the letter (from S H Bickham?) so I am editing in and marking as 'photo faulty'

This letter refers to Littorella and so must relate to http://herbariaunited.org/specimen/274966/ from near Hay 21/6/1888

The collector is probably Dr J H Wood (? - 1914) of Tarrington, a Herefordshire GP, amateur entomologist and member of the Woolhope Club;
