On closer examination I see there is an embossed stamp adjacent to the Italian specimen:
'HERBARIUM C.F.Ph.Martii' = Carl Friedrich Philipp von Martius.

The Savi family:
Gaetano Savi (1769-1844) father
Pietro Savi (1811-1871) son
Paolo Savi (1798-1871) son, ornithologist - hence Savi's Warbler

Pietro Savi became assistant to his father in 1830 at the Department of Botany, University of Pisa. Appointed in 1839 professor he also replaced his father as director of the Botanical Garden of Pisa in 1842, where he remained in charge until his death.

On the Hammarbya paludosa label could it say Preus[sischer] Havel-berg? Havelberg now in Sachsen-Anhalt.

I don't know how you spotted that, but think you are right! An interweb map seems to show that the River Havel area above the town is a mass of small lakes and ditches, so may have formerly at least been suitable for the species
