Joe Dunn in the pick-list probably a transcription error for Miss Jo Dunn MBE (in the honours list, where she has an additional forename otherwise omitted).

BSBI NEWS September 1995 [pdf] has a report of Mistletoe on Cotoneaster horizontalis from "Jo Dunn, Flat 2, Sandford Mount, Charlbury, Oxford".

Charlbury Chronicle March 2005 [pdf] in recording her MBE says "She is an expert on the Downy Woundwort - a rare plant only found in the Witney area."
