This is definitely collected by Ley himself. He is one of a few collectors who very rarely puts his own name on specimens (but does say if someone else collected it seemingly). His handwriting is very distinctive once you have seen it a number of times, which you certainly would after doing any number of sheets especially from BIRM. What makes me so confident also is that his usual areas of collection have become so familiar; Herefordshire (where he usually specifies a 'District' eg 'D2') Brecon, Monmouthshire or Forest of Dean West Glos as here.
