this suggests the site is the Menai Bridge, and the collector J E Griffiths possibly.

Most googles for Tubular Bridge come up with Stephenson's 1848 Menai bridge to - gather the first of this type so seems to have retained the name colloquially as a sort of engineering type specimen....
