Yep, it is "Hundred of Hoo", Seemingly a group of parishes on North shore off the Medway - for info see: http://www.british-history.ac.uk/report.aspx?compid=53792s
Which puts the "muddy sea shore" somewhere along the current, seems from names probably same in 1890's, coast line below 'Hoo St Werburgh' (which is at TQ7872).
