What IS this please? I wondered about Poa infirma but although it is not a v good photo, it looks a bit sedge-y and Heath calls it C. pumila?! Perhaps dwarfed C. arenaria?

There is an A capillaris sheet http://herbariaunited.org/specimen/259383/?image which looks not unlike. I think this may be A capillaris "a dwarf form once distinguished as A pumila L and which seems to be fairly common" [Cope and Gray, 2009]
