Rather than W E Forster, I suggest that this might read Mr. E. Forster - who was a notable botanist in the early C19th.

Edward was one of three brothers - all of whom made 'botanical contributions'.

I therefore infer that the specimens attributed to "W E Forster" - all at MANCH and most of them recorded as ex herb Bowman - are in fact all collected by Edward Forster.
