The collector may be [Rupert] Huter. The location looks like 'Alpes Scandinaviae' - so Norway or possibly Sweden, but I can find no evidence that Huter collected there, only Austria and Mediterranean countries.

Though the style of label isn't quite the same, this could be a Robert Collett specimen similar to:
