I couldn't identify 'Stagstown', which is written more clearly on: http://herbariaunited.org/specimen/400951/ These are the only 2 specimens with the name 'S Foot' which is uncertain, as barely legible

Cybele hibernica has 'Stagstown, south of Rathfarnham, Dublin' as a location where S. Foot found Galium erectum. Rathfarnham grid ref. O1427.

Simon Foot of Holly Park (now St Columba's College), Rathfarnham was an antecedent of Michael Foot the British Labour politician.
