Left hand label : Is it a reference to Shoolbred's garden, who I believe lived in Chepstow?
The right hand label might read St Arvans, Chepstow - there is a similar label on sheet

which looks like "Weed in garden, St Arvans, Chepstow"

Not St Arvans, but St Ann's - Shoolbred's house in Chepstow
