There are two collectors named thus.

John Fraser (1854 - 1935) has on H@H a few Salices collected in Surrey in the 1920s & '30s.

Dr John Fraser (1820 - 1909) who also collected Salices. He has a few confusing aliases (Johannes, Johannis - latinised forms of his name copied from his herbarium labels) and it would be helpful if these were lumped under "Dr John Fraser". I have reassigned to this collector a few specimens wrongly attributed to his namesake.
