It is almost certainly Surrey, and Ley may have been visiting F W Ward there. But the process of deduction may not sound convincing. Using the menus (grey boxes on left, or links at bottom) you can search what else a particular person (ie Ley)collected on a particular date (or place from) which often reveals all, including accessing similar sheets for comparison; in this case he merely was in Surrey around this date; the collections from there ie Springfield Surrey (accessed via placenames menu) gave cultivated specimens collected by F W Ward, suggesting he lived there - I could have gone on to check out who he was etc...!

But Ley's label reads "Springfield, Ross" which is vc 36, Herefs.
