Although the pencil note suggests ?Dr Eyre Champion de Crespigny as collector, the handwriting equally resembles F Townsend's I would say. Numerous sheets labelled in this way exist, and so far on searching I find cases where Townsend has collected similar in the county concerned eg http://herbariaunited.org/specimen/338292/?image whereas Crespigny seems to have no definite examples from that county

I agree.

Compare Townsend http://herbariaunited.org/specimen/358799/ with Champion de Crespigny http://herbariaunited.org/specimen/290762/.

Townsend's is a somewhat 'scruffier' hand; C de C's is more controlled.

C de C's specimens are seldom ex herb Townsend, unless signed and having passed through an Exchange Club.
