I would go with Baker and the old label myself. Nowhere does it say Summers on the original, that I can see, could be they stopped half way through for some reason and got confused?

Agree: "L B E C" below Baker is presumably the 'London Botanical Exchange Club' and as in same writing as "Ex herb.....Baker". If so perhaps got to Mrs RWS via LBEC - she doesn't seem to go in for signing her slips and the writing's not unlike her other (attributed by Birmingham) specimens... also all her other specimens in N Wales. while Baker has >120 from Surrey.
