"Newton Loan, Perth".

I do not think 'Loan' is a significant part of the place name as it is merely the scotch word for a lane or cattle-track (cf. welsh 'lon').

I've got no further with this vaguely labelled sheet, except I see there's a Newton Lane in Blairgowrie; but does http://herbariaunited.org/sheets/OXF/2007-03080045.jpg offer any similarity in its handwriting?

This spmn is numbered "(2)" (so h/w prob. is curatorial).

Is it, I wonder, related to http://herbariaunited.org/specimen/234833/ ?

Could this be the Newton Loan in Dunblane Perthshire, OS NN7801? It runs along the south side of the grounds of what is now the Dunblane Hotel Hydro, but was originally a house called Newton.

Botanical Soc. & Exchange Club Report for 1927 [pdf] (page 412) under New County and Other Records reports a specimen from Miss Young (only other sheet is 233694):
