Yes, it's Herbarium H F Parsons. He may well be the collector too, but there seems no way of knowing

Parsons, Henry Franklin (1846-1913): b. Frome, Som., 1846; d. Croydon, Surrey, 14 Oct. 1913. M.D. Lond. 1870. Med. Officer at Goole, Yorks, till 1879. Inspector L.G.B. 1879-1911. Papers in Trans. Croydon N. H. Soc. 1897-1912. Herb, at Grangewood Mus., Croydon. etc., etc.

He has about 120 sheets on H@H including a number coll R V Tellam. He was discussed on the Message Board some months ago.
