OS grid reference to vice-county conversion

To convert an Ordnance Survey grid reference (e.g. SJ8398 or 33/8398) to vice-county number (i.e. VC59). The converter should work with all valid GB locations, multiple VC numbers will be returned if the area specified spans a boundary.

Used in conjunction with the OS gazetteer this can work well to place named locations in vice-counties or to highlight ambiguities. For Irish localities there is a separate Irish vice-county conversion tool
