I would read it as J Tempere, 1877. Numerous Tempere specimens from North Essex this decade are in herb West. Tempere appears on the menu in various combinations of first name & initials, each leading to different sets of specimens. (Berechurch is / was a well-known site for a suite of Filago & Gnaphalium species; there has been major recent scrub-bashing there, I have not heard the results).
There are many instances on H@H of what is obviously a single collector listed under different combinations of first name & initials, each leading to different sets of specimens - I wonder if 1 or 2 particularly of these could be sorted - please see my request re Noe on message board 'help & support'.

Yes, Jean Clodius Tempere (1847-1926) seems a good candidate.

He worked as a professional slide mounter, and from 1871 to 1883 was in England. He was initially in Manchester, and may have come across West - West was interested in Algae; and Tempere in Diatoms, in particular.
