I think it is that of A S Montgomery I spent some time a few days ago looking at sheets from Monk meadow Gloucester as there were several sheets 'unsigned', I finally found one by A S M signed and comparing the hand writing decided it was his.
He only has 14 records so far.

are these the signed labels?
spelling seems to be >are these the signed labels?
spelling seems to be Montgomrey on the labels ..... ? which would suggest Archibald Sim Montgomrey. Though he is named as collector, it is not clear if this is his hand writing.

and from Journal of Botany 1914
He was a member of the Cotteswold Naturalists' Field
I think that some of his papers / sheets passed to the Cheltenham Museum
