Watchlist emails - now working correctly

I discovered this morning that there has been a long-standing problem with sending watchlist email updates. This should now be working correctly again for all users and all overdue emails have been sent.

The issue had gone unnoticed as the process which sends the emails was running part way (so that about half the emails were sent correctly) before stalling.

While fixing this I also noticed that some very large notification emails were sent to a few people (up to 15000 records) due to very broad match criteria being used. While this is not a problem from my point of view it's likely that such large emails either won't get through or may cause problems for the recipient's system. I'm looking into ways of capping email sizes to try to avoid this, (probably by providing a link to the download records if there are more than a few thousand entries to be sent).
