Searching the internet reveals that the old name for Wrocław could be spelled either Bresslau or Breslau, the latter being more common. Bresslau is also a surname, though I have been unable to find a botanist.

The style of handwriting suggests the early to mid- Nineteenth century when the Silesian city of Bresslau was part of Prussia (later part of the unified German Empire). This specimen may have been ex herb Woods, though not necessarily so.
