There's an 'J' or 'T' initial with the 'B' of Baxter. (I'd read it as 'J')

Kent&Allen doesn't help as there are entries for both:
'T' (active ~1873, specimens at Hull and Wales)

and 'J' (specimens in E.H.R. Robertson's collection)

Penarth is the site, and Worcester is Baxter's abode, evident by comparing http://herbariaunited.org/specimen/255346/
