Collector seems likely to be F J Hanbury, comparing labels on http://herbariaunited.org/collector/2722/ and http://herbariaunited.org/specimen/238181/ ; his collections from Slapton Ley are 31/8/1898 and 7/9/1901

One might therefore infer that it was collected in 1898 and communicated via BEC and Painter but someone in BEC didn't affix the confirmatory label. It's a pity the Report for that year is not available.
