Being on the River Wye, that is quite posible; on the tidal stretch of the river.

No other similar place-name exists. However Clarke's only other sheet from anywhere near Wales so far is http://herbariaunited.org/specimen/337219/ from Caernarvonshire same month - another aquatic plant

Published accounts of Clarke's life suggest he was in Calcutta between 1859 and 1865.

Could the site be Llanigon, SO2154, between Hay on Wye and Three Cocks, a mere two mile walk from the railway station at Hay? Llanigon is on the Diged Brook, a tributary of the Wye.
