There are numerous places called Lea Bridge, some interchangeably with Lee Bridge, a quick search of the internet and of Churchill's specimens gave me no clues

Interesting since Sir E J Salisbury lived originally in Harpenden, though I'm not sure whether he had left Herts by 1950, his last h@h specimen from the county is 1924 and he died at Bognor Regis. I wonder whether you find the handwriting similar to that on his other Harpenden sheets eg: http://herbariaunited.org/specimen/369515/
