The label says "Leefe" but it would make more sense if it said "Lees" (although both were members of the B S of Edin). In the Botanical Looker-out for 1837 (http://archive.org/stream/botanicallookero00lees/botanicallookero00lees_djvu.txt) Edwin Lees refers to Mentha rotundifolia growing beside the Wye.

I think "Monmouth" means the County not the town.
