Surely the same person.

In The Linnean, Vol 16, no 3, July 2000 [pdf], p. 4, it says:

'Daniel Oliver was born at Newcastle-upon-Tyne on 6 February 1830 and was given the same forename as his father and grandfather ... he used the pseudonym Tertius (presumably to differentiate him from his father and grandfather!).' It also mentions his early visit to Ireland where he discovered Naias flexilis.

He seems soon to have abandoned tertius for junior, see sheet 258508 which has printed 'tertius' overwritten with 'junior' and the collector given as what appears to be 'D.O.j'.
On sheet 302391 he is printed as 'DANIEL OLIVER, Junr., Newcastle upon Tyne.' and initials more clearly like 'D.O.j'

The original post related to sheet 393584 where the label says:

'Naias flexilis Roundstone Connemara WB Gathered by Daniel Oliver junr of Newcastle' but in a hand very different from the examples above, and more like that of Joseph Woods.

Daniel junior had a son Francis Oliver (1864–1951) who succeeded him as UCL Professor of Botany, 1888-1929.
