I would guess this collector is W H Coleman, as http://herbariaunited.org/specimen/279970/?image same month and area. Most of his specimens are from Herts and are largely aquatics. All but 5 of the 'WHC' specimens have been edited as Coleman, totalling about 100 from Herts labelled both WHC and W H Coleman

..and the unusual date style 'year/month/day' seems a characteristic of Coleman labels.
