I looked at JBPs time line and he only collected in 1956 [apparently] so I have taken the number bottom R/H corner as the date and not 1894 as at top.
Does anybody disagree r comments please?

Phipps detted a lot of specimens at BIRM in the early 1950s and collected too; "1894" is part of his personal numbering sequence as examination of his labels reveals.

I agree - it's just his number. Note that it says "Salop" on the sheet, too, which tells you that the correct site to use is Wyre Forest, VC40. I think where he has written 7674 this is intended to be a grid reference (in 1954 that would have been possible) but I think he has transposed eastings and northings, so the grid reference should be SO7476, which is in the Wyre Forest and in Shropshire (SO7674 is neither).
