No
It's likely to be an exert from the a Botanical Exchange Club report. Ultimately it would be good to be able to link specimens such as this one with matching references from the BEC reports, but that would be best done by OCR'ing the reports.

Quentin and I tried using herb@home to proof-read OCR'ed transcripts from the exchange club reports, but currently the online documentation form is not well-suited to the task.
