The collector is not 'C J M Leighton' but 'C J McLachlan'; see http://herbariaunited.org/sheets/BIRM/20542.jpg where the signature is a little clearer. I have failed to find any mention of this collector in the usual places.

There's quite a few versions in the database (I assume C J McLachlan is the correct one) see also

p.s. I've edited the locality to Walton on Thames to resolve confusion over several Walton VC17's: Walton on the Hill, Walton on Thames, Walton Heath and Walton Common are all valid and distinct Surrey localities.
