Given Ley's rather 'loose' handwriting - especially B's and R's, you might be able to persuade yourself that it is meant to read Ross (District 2 is the valley of the Wye - the Ross district) - so.......

Could be ..... Confused .... the first letter does look the same as the first letter of roadside now you mention it
