is this 1893 or 1873? they were collecting throughout this period. also does anyone think that the VIII might be the day of August or referring to the month and/or specimen?

I think I'd go for 1893. I don't know what the VIII is referring to but I don't think it's the date. I'd be inclined to ignore.
