I reckon it's old Ley's handwriting; and didn't Piquet collect only in Jersey?
Rev J Pagan collected thereabouts (ie vc88) in the early 1870s; could he be "JP"?

I've edited with your candidate - thanks. My interpretation of some of these handwritings is certainly a pitfall! Having looked up Pagan I find one of his own labels, with a very close match to this one http://herbariaunited.org/specimen/230069/?image
I cursed to realise that on entering initials, the menu that comes up is far from comprehensive, your friend Pagan did not appear when I entered J P - only when I entered his name....!
