Can't help with flowering state (is that a small composite 'flower' at the very top?) But I do know Liverpool and have put in the grid ref. Hope that's OK.
The added word 'Ballast' means just that and has crept in as a place name from MAN. I'll ask Tom if they can be edited centrally.

Thanks! You've given away a clue to your secret identity - or did you just used to watch Z-cars a lot? I looked this species up and the flowers seem very interesting, but have found only one adequate illustration, in Fitter Fitter & Blamey. The top flowers are male and do not seem to look much different, whatever the flowering state.
