In trying to decide the collector, I knew that C C Babington regularly passed specimens to G S West. From there the searches were more gruelling. I found to my surprise only 4 specimens (inc this one) from the IoW that year. 2 were collected by A G More, many of whose collections in those years came from there. I decided all 4 were.
The handwriting on this specimen is identical to his on a collection of Vulpia myuros http://herbariaunited.org/specimen/231314/
His name appears very faintly on a collection of Festuca rubra from IoW,

which has a label in Babington's handwriting.
