N.B. reporting of the edit history is currently fairly unclear and misleading. Most edits made to specimens appear as a pair of 'add' and 'delete' entries, which may not be together in the list. There are also often 'minor' edits, which are made automatically (rather than due to user activity), for example to merge synonym names.

Label says something like 'S Down' - location or collector?
I assume 'Phell---' is referring to synonym 'Phellandrium'.

It does look like Southdown, South Down, or S Devon. However a 'specimen' search of 'coll or herb' Beeby for that date shows specimens all from Lincs, Northants previous day, Surrey following - there is no Southdown or South Down in those counties. A mystery - perhaps he wrote the date wrong. The handwriting indicates strongly that Beeby is the collector.
