I've had a look at a few of Ley's sheets from St Ouen's Bay cf
http://herbariaunited.org/atHomeForm/?release=6f91997f8626593b08bbb5de74c84b8e&edit=275700 and I think it is probably him. He went there a great deal in the 1880s.
