I agree with you that the collector is Kirk, but why make a wild guess at a place in N Essex? Kirk never collected there; in fact it looks more Like Warwick, where a quick search of the 'specimens' screen shows he collected nearly all his plants - why didn't you check that first? Compare with http://herbariaunited.org/specimen/289374/ for instance.
Similarly with the Chelt specimen - if you look care full, the initials are HB. Searching these initials brings up a similar collection from Chelt, http://herbariaunited.org/specimen/263994/
going through the names on the H B named collectors list, the 3rd one H Boswell, takes you to sheets with the same handwriting eg http://herbariaunited.org/specimen/233651/ Anyway, Southby's collections are from Somerset & Wilts. Yes this one was time-consuming, but why not do it yourself rather than leave it for someone else?

2, It Still looks like Harwick.
3, Just because there are no records to date does not mean they do not exist.
4. Your H B looks like H L S or more like H13 to me.
5, I do npt mind doing t myself as you suggest but a lot of these do not make sense at all.
