I believe this is Dr John Percy, having investigated a lot of sheets with these initials & handwriting. Frustratingly, none of the sheets have his signature, only initials.

I believe this is Dr John Percy, having investigated a lot of sheets with these initials & handwriting. Frustratingly, none of the sheets have his signature, only initials. http://herbariaunited.org/specimen/286213/ is another from Midlothian.
