N.B. reporting of the edit history is currently fairly unclear and misleading. Most edits made to specimens appear as a pair of 'add' and 'delete' entries, which may not be together in the list. There are also often 'minor' edits, which are made automatically (rather than due to user activity), for example to merge synonym names.

The writing looks to be the same as three of the Hayes or Bloxam sps also from Aug 73
http://herbariaunited.org/specimen/304950
http://herbariaunited.org/specimen/260639/ and http://herbariaunited.org/specimen/286870/

The second one has a place name Keith B has interpreted as Folkestone which the name/place on this one looks to be an even worse version of!
-- As 639 seems to be Foelkstone The third is partially obscured but definetly 'lkstone' and got the same loopy capital A....

So reckon this one has lost its "Hayes and Bloxam" label and is another of their Folkestone specimens..
