Marshall was Curate at Witley for a while
http://www.meiosis.org.uk/botanists/marshall-edward-shearburn-1858-1919/.

It would seem possible that the plant / seeds that he collected in mid Perthshire in 1888 was / were grown in his garden the following year and this is a note to that effect (fl hort propr).

Thanks, and sorry I missed the obvious! 'propr' then may indicate OWN garden?

propre - might (going back more years than I care to remember) translate as near .....
But DP says propius (OE) - one's own, so original thought probably the right one.
