I find no "Mentone" in any database anywhere. There are Mentone streets etc. several places, and Mentone hotels in IoW and Somerset, but otherwise, nothing. And no other collecting by Townsend in that month/year.

Townsend seems to have collected 1 specimen from the same place, the previous month, http://herbariaunited.org/specimen/322110/?image
I wonder if he collected in France and possibly Italy - apart from the numerous of other people's he received from there, which are all I can find at present. The name Menton / Mentone would seem likely for either.....?

Townsend collected many specimens from Europe / Central Europe, which passed to SLBI - see http://www.slbi.org.uk/herbarium2.htm, as to Mentone see

Marianne North, plant illustrator whose permanent exhibition is at Kew, commenced her travels from Mentone / Menton in France, near the Italian border, and wrote that it was an ideal place for her painting
