This style of label indicates herb. R L'Estrange Burges. The initials are verging on illegible, but Burges' typed labels are often inscribed in this way by E Nelmes. David Price is the person who has worked these labels out. Your Fred-Gunter sounds unlikely to me.

I think this is clearly a Burges specimen, the label annotated by Nelmes, and that what you took to be "fgn" is something Nelmes started writing and then crossed out.

Fred-Günter Schroeder (born 30/12/1930 ) is a German botanist who held the Chair of Plant Systematics at the University of Goettingen. It is a delightful but unrealistic fancy to suppose that in 1946 at the age of 15 he was wandering the lanes of Cornwall picking flowers.
