Because if I am making a personal herbarium it is superfluous to record my status as collector, though I would acknowledge the fact if you had collected the specimen. Parsons's sheets convey that impression to me and where R V Tellam and others are not named it seems reasonable to assume that "herb Parsons" specimens were collected by Parsons. A similar example is to be found in Herb Rev A Ley.

I think that as a general rule one should only include information supplied by the original compiler but the scientific process does allow for deductive reasoning.
