There seems to be strong evidence that these place names, when associated with Augustin Ley refer to Cowleigh SO7647.
There are 22 specimens from Cowleigh/Cowleigh Park/Cowleigh Park Farm in the database all associated with Augustin Ley.
The spelling Cowley appears on sheets 289496 as Cowley Pool (Herb. Augustin Ley), and 267320 as Cowley Park with Ley as collector and 'N., D 4' probably an abbreviation used by Ley to denoted a New record for District 4 of the Woolhope Naturalists' Club.
District 4 is around Ledbury on the MAP in the Flora of Herefordshire (Purchas and Ley 1889) where it shows as Cowley Gate, whereas, in the text of the Flora the spelling Cowleigh is generally used. Ley's Additions to the Flora of Herefordshire [pdf] has frequent references to 'New District' and District 4 includes: Rubus erythrinus: [district] 4. Abundant in Cowleigh park, Malvern.
