N.B. reporting of the edit history is currently fairly unclear and misleading. Most edits made to specimens appear as a pair of 'add' and 'delete' entries, which may not be together in the list. There are also often 'minor' edits, which are made automatically (rather than due to user activity), for example to merge synonym names.

Collector is right? Date (1863)? And why the 2 parts go in conflict?

It appears that there are two Benjamin Thompson Lownes, one born 1878 died 1956; the other born 1839, see http://www.eoas.info/biogs/P002142b.htm
http://www.darwinproject.ac.uk/namedef-3015

I'm unsure of the relation between the two.

Most of the Lowne sheets I've looked at appear to have been passed on to Kew in a 1956 bequest.

Assuming that B T L refers to Lowne, then this specimen was collected by the 1839 Lowne, then passed on to 1878 Lowne and then to Kew after his death.
