The collector appears to be F Hayek, and I translate the label as 'Upper Styria (Austria) among Phragmites community in marshes of the river Enns, near Olblau(?), 670 metres'. see:

I think the place may be Oeblarn (Öblarn) on the Enns, which Wikipedia says is in Liezen Styria, Austria, at a height of 668m. See HERE

I have just come across August von Hayek (December 14, 1871 – June 11, 1928) who was an Austrian physician and botanist born in Vienna. See Wikipedia. His interests extended through the Austro-Hungarian Empire and the Balkans. Is it possible to see the initial in the signature here as A rather than F?!
