Your date is right, however the collector isn't Woods, and I can't recognise any well-known handwriting

There is a series of Townsend sheets from the Isle of Wight, written in the same hand, most without any explicit indication of collector.

One appears to initialed F T (Townsend) and there is also a J W (or possibly S W) initialed sheet (though not using Woods date format).

Further to Nick's reply, although many of the Townsend sheets are collected by Woods there are also a lot that were either collected by Townsend himself or by others, so Woods can't be automatically assumed, except where the date is reversed or if Woods' monogram (a curly 'w' written in ink, usually at the top-right of the label) is present.
